Is Mississippi's massive education budget working?

I grew up in the age of phonics in Yanqui-pig-dog land. I qualify as a carpetbagger, mugwump, and scalawag. I voted for the current Mississippi flag in the referendum.
My generation is perhaps the last well-educated generation in America. Kids that came after us fell into the world of whole-word reading instruction and weak mathematics and sciences programs. My friend's 11 year-old daughter who lives in California with her mom was here for the summer, and my friend reported that his daughter was unable to sound out unfamiliar words because she had not been taught phonics.
Here's a juicy little example of how broken Mississippi public schools are:
these administrators didn't show up on time for school. By a week. At least they got fired.
